It is still the twelfth mainline game
Minamitani told Game Informer, without hedging, that Dual Override is part of the mainline Mega Man series. The missing number is not a spin-off flag. Steam, Capcom’s site, and this wiki already treated it that way; the interview closes the argument for anyone who still wanted a numbered box.
The reason they skipped 12 is new-player friction. After Mega Man 11, Capcom noticed that a climbing number can read as homework. Minamitani said players who found Mega Man in Super Smash Bros.
